They won't physically take it but starting after 2015 if you owe them money they can and will contact the State Department to place a hold on any use of it and or not allow renewal. Don't wait until it's too late and you get unexpectedly and embarrassingly stuck at the airport after planning a nice vacation. There's restrictions and limits of course to what they can do.
